California Clean Truck Check: The Straight-Talk Guide for Truckers

If you run a heavy-duty diesel in California, the Clean Truck Check — officially the HD I/M program — is now part of doing business. Get it wrong and CARB can put a hold on your registration. Here’s the plain-English version: what it is, who needs it, how often, and what to do if your truck doesn’t pass.

What is the Clean Truck Check?

It’s California’s emissions inspection program for heavy trucks — think of it as the big-rig version of the smog check your car gets. The California Air Resources Board (CARB) runs it to keep dirty diesels off the road. If your truck is over 14,000 lbs GVWR and it operates in California, it’s in the program — even if it’s registered in another state.

Who has to comply?

How often do you test?

For 2025 and 2026, it’s twice a year (semi-annual) for most trucks — your second test is due six months after your first. Starting in 2027, trucks with OBD move to quarterly reporting. Miss a deadline and you can’t renew your DMV registration, so it pays to stay ahead of it.

The fee vs. the test — don’t mix them up

There are two separate costs, and people confuse them all the time:

Paying the fee doesn’t test your truck. Passing the test is what actually keeps you compliant.

What the test looks at

Newer trucks (2013-and-up engines) get an OBD check — we plug in and read the emissions data. Older trucks get a smoke/opacity test (the SAE J1667 snap-idle). Either way it has to be done by a CARB-credentialed tester — which we are — and the result uploads straight to CARB’s system.

How to not fail

If your emissions system’s been acting up, that’s a fail waiting to happen — which brings us to the part that matters most.

What if you fail? This is where we’re different.

Penalties for skipping it

Non-compliance means DMV registration holds — you can’t renew — and CARB can issue fines. Out-of-state trucks get flagged when they run in California too. None of it’s worth the risk when the test is $75.
